RULES & REGULATION
GOVERNMENT NOTIFICATION
(Vide No. B.18011/36/20140-EDN: Dated Aizawl, the 9th Nov, 2010)
The Government of Mizoram has been considering formulation of guidelines on School Dress/Uniform in Mizoram for quite sometime, keeping in view the changing Society. The Govt. has observed with concern that there are many instances if indecent School dress, use of cosmetics and ornaments, use of mobile phones and other electronics gadgets etc., in schools in Mizoram.
With a view to regulation these practices, the Govt. of Mizoram hereby lay down the following guidelines for strict compliance by all Govt., Govt. Aided and all Private Schools, inclusive of Primary School, Middle School, High School and Higher Secondary School with immediate effect.
1. SCHOOL DRESS/SCHOOL UNIFORM:
School students should wear proper and decent school uniforms to schools. Every student is expected to look smart and clean in his/her school dress. School uniforms should be neat, tidy and shoes should be well polished.
(a) Skirts:
(i) Only pleated skirts should be worn by girls for school uniforms and no tight fitting designs are allowed for school uniforms.
(ii) Skirt/tunic must properly cover from the knee up to the navel.
iii) Skirts should not be worn at low waist.
(b) Pants/Trousers
Wearing uniforms pants at low waist is prohibited. Extremely narrow bottom pants and extrem bell bottom pants are not allowed.
(c) Shirts: Shirts should be properly tucked in at all times while dressed in school uniforms.
(d) Neckties: Necktie should be properly fixed on the neck at all time while dressed in school uniforms.
2. HAIRSTYLE:
(i) Bleaching and colouring of hair is strictly prohibited for boys and girls. Only black-dye may be used if and when circumstances demand.
(ii) Boys’ cut and over short hair is strictly prohibited for High school and Higher Secondary School girls.
(iii) Shaved hair cut, bald cut (brush-cut over the ear) bald hair-cut and growing long hair is strictly prohibited for boys.
(iv) Spikey hair dress and fancy hair styles of any kind is strictly prohibited.
(v) No student shall keep his/her hair in any manner which can make the hair look unusual or over stylish than the normal student look.
(vi) Applying of hair-gel of any kind (Super hard, water gloss, wet look, etc.) and over-oiling of hair is not allowed while it should not be too dry either.
3. TATTOOS AND BODY MARKING
(i) Imprinting of tattoos on any parts of the body is strictly prohibited.
(ii) Body piercing on any part of the body is strictly prohibited.
4. USE OF COSMETICS AND ORNAMENTS:
(i) Students are not permitted to bring or decorate themselves with ornnaments of any kind at school. This includes ring, toe-rings, neck-laces, earrings, bangles, chains, rouges, payals, bracelets, wristbands, smart-watch etc.
(ii) Bringing and applying of cosmetics and make-ups of any kind is not permitted at school. This includes face powder, perfumes, lip-sticks, plucking eyebrows & highlighting, eyeliners, kajal, nail-polish, colored lip-gloss, etc.
5. MOBILE PHONES:
Bringing and using of mobile phones or any other electronic gadgets such as pendrive, walkman, discman, ipods, tablets, etc. is strictly prohibited at school unless prior permission is obtained from the competent school authority for special ocassion or for special ocassions.
6. VEHICLES:
Driving while in school uniforms by students is not encouraged and undesirable under any situation. Driving and bringing two wheelers or cars/vehicles by students on the premises of schools is strictly prohibited.
7. TOBACCO:
Consumption, bringing and possession of tobacco and other tobacco related products such as Tiranga, Cigarrets, Zarda, Raja, Khaini Baba, Supari, Betelnut, etc. is strictly prohibited in school.
8. OBSCENE OBJECTS:
Bringing obscene objects of any kind to the school in the form of cassettes, disc, digital mediums, literature, pictures, stickers, posters, stamps, books, magazines, etc. which is determined detrimental to the interest of students is strictly prohibited at school
9. PENAL PROVISIONS:
(i) First Violation – Imposition of fine upto ₹ 300/-
(ii) Second Violation – Imposition of fine upto ₹ 500/-
(iii) Third Violation – Expulsion from School.
Note: If a student is expelled due to violations of any of the above rules and regulations, remarks in the Transfer Certificate shall be made to that effect.
